i have:
Boot Loader 07.D0
SW version:
R374_G_0E.40.9CR
so should i try and downgrade to, say, R374_G_0E.40.3CR.shx and then run the moto unlocker again, then upgrade to a newer version after the phone is successfully unlocked?

Do you have all the drivers installed? If you manually put the phone into bootloader the program should see it 0 so long as all the drivers are installed ok
