I have a RAZR with T-Mobile service. I heard that if I call them and say I am traveling to Europe and want to use my phone while I'm there, they will give me the unlock code and instructions. Is this true? Thanks for all the help!

Sounds like you are confused - those are bootloader numbers not flexes.
A flex will not unlock a phone. Use a flex for your provider if you can find one, otherwise a stock one. If your phone is already unlocked make sure you use an unlocked flex or you will relock your phone
Get flexes from http://www.planetmotox.net/flex.php
