Does the sim work in other phones? If its PUK blocked you will need a new one

I have a locked Razr v3 locked to Telstra.
I have the unlock code for my IMEI.
I have to put a non-Telstra SIM in to enter the code, but it just comes up with "contact service provider".
I can't enter the unlock code, as it only accepts 3-digit emergency number calls at this point.
How do i get it to accept the code?

ok,
To answer my own question (for others with the same issue), just leave the phone on with the "contact service provider" message, don't touch it for about an hour, and the "enter subsidy code" dialog will come up by itself.

Ok so I have a T-mobile v3 trying to unlock it for the use with a cingular sim.
I've done everything and tried it numerous times and now the phone will only light up the keypad and turn off. I downloaded Flash & Backup 3.0.052. then did whatever and now the phone says SW not found when I boot up in flash mode. On Flash & Backup I hit the remove lock button and thats when everything like the SW got erased and such. What do I do now?
Please help
