unlocked: a cingular phone is locked to cingular. you'd need to unlock it to accept a t-mo sim.

Input WAP/MMS settings: wap settings are cingular settngs to use the 'net on the phone. MMS settings are for multemedia messages.

To get a Motorola L7 Unlocked from Cingular: Purchase it under pre-paid for 90 days or pay full retail price without service agreement.

Pretty much. The L7, without the service agreement, is 299.99-329.99, depending on your retailer. Neither online, through customer care, nor phone sales could you purchase the phone without a service agreement, so a store'll be required to sell it. However, once you buy the device, you have to contact customer care to contact their technical department to request a subsidy unlock code.

I can't find a price, or a release date, yet for the V3i, so perhaps around the same price range...

you won't get an unlock code right away either, it will need to be processed. and the L7 isn't available under pre-paid.
