Can someone explain to me what "unlocking" a phone means? From what I've gathered it's having a pretty much blank phone with no service..is this correct?

it applies to GSM phones. since phones are locked to providers, unlocking allows any sim to be inserted by any povider and work.

Global Standard for Mobile Communications. it's a technology that's standardized worldwide. This is opposed to CDMA (Code-Division Multiple Access) which is run by sprint/nextel, verizon and others around the world. they don't have a sim card, but an electronic serial number.

Just to clarify, yes, an unlocked RAZR V3i (or any unlocked tri-band or quad-band GSM phone, as long as it works on the 850MHz band) will work on Dobson/Cellular One's network. I am a Dobson/Cellular One subscriber and am actually using an old Cingular V551 (which I had to pay a company out of Seattle to get unlocked), and it works fine.
I know it's been a couple months since you posted this question, but if you have not dropped the money on the unlocked RAZR, I'd buy it directly from Cellular One. They're offering a promotion right now with the V3 for $79 with a two-year contract. I called and asked if it was the V3 or the V3i. According to the tech I *just* spoke with and ordered from, it *is* the V3i. I can't confirm this yet, but we'll see when it arrives in a few days. (If not, I'll return it within the 14-day return period.) Here's the bonus: Cellular One sells their handsets--even the contract/subsidized ones--unlocked. So, you can take it with you if/when you leave Cellular One. My old V400 came unlocked (and I used it with Optus in Australia with no problem), and the tech just confirmed for me that they do not lock any of their phones.
