I have been told different things by different people regarding international roaming. I have the Nokia 6682 phone and wanted to know if anyone can tell me if I'll be able to use it internationally. Its a tri-band GSM 850/1800/1900. I've been told by some yes and by some maybe so I'm just a bit confused. Thanks

Sure you're able to use it internationally, but not in every country.
Japan has its own system (non-GSM), in quite all african countries only GSM 900 is used.

It's a quite good overview about the countries and which provider uses which frequency and how the coverage is.
Some people still say "Your phone has to be unlocked to use roaming" - this is not true, they mistaken roaming with switching the SIM card to a local one so you don't have to pay the high prices you pay when you're roaming. Yes, roaming is expensive (you even have to pay if you receive a call), if you stay longer it is cheaper to get a local PrePaid SIM card.
Before traveling to another county you should contact your provider. Some providers may don't have a roaming-contract with a provider in the country you're traveling to. Also there are different prices with the roaming partners (your provider normally has more than one roaming partner to ensure that you've got a good coverage).

I have Cingular Wireless and looks like from the info on that site it has roaming partners with Orange, O2 and Vodafone in the UK and Ireland which are the countries I primarily regularly travel to.

You should set the provider manually than because the phone does choose one, but not always the cheapest one Best would be to write a note when which provider is the cheapest.

before you travel call customer care and have discounted international roaming enabled... this will reduce the roaming rate from 1.29/min to .99/min

OK, if the charge is for all providers equal the manual network switching isn't necessary.
And I didn't know about the roaming discount... ok, I'm in Germany and only could give general advise
