Does anyone know the possibilities of taking a blank SIM card (absolutely no data on at all) and using it to hold say a ringtone or image so that you could place it in your handset and transfer the data to your phones memory?

Yes and no.
Yes, you can put on it whatever you want, a SIM card has memory between 16 and 64 kb.
But the phone won't be able to read it as memory.
It would be theoretically possible if you've got a smartphone which can be boot into flight-mode (which won't access the SIM card) and write a program which can access the SIM card as memory.

LoL... i have a old phone that won't work cause it says Insert SIM Card but the card is in it... everyone says it's because the phone isn't activated but I don't think so...

mainly it is the key in the authentication process that your service must pass in order to make a phone call...

if it says insert sim it could be a bad sim, now if the sim is registered to an active account you can go to a CORP store for a replacement sim most CORP stores will replace it free, if its just an ols phone that has not been active for anyamount of timme then thats why its not working

russ is right.. if it says insert sim then you know that either phone isnt reading sim cards or its a bad sim ..a good way to find out which is the problem is by taking someone else's sim and putting in your phone.. if it reads it you have a bad sim.. if not you have a bad phone.. (it , However, doesnt say insert sim because it doesnt have service.. without service it says unregistered sim.)
