I just bought a Bluetooth USB dongle for my PC whicch has an effective range of up to 330 feet. I was wondering will this range be limited by the phone to 10 meters ? Or can the phone communicate also up to 330 feet. If this is true it was worth the moneyh if not....

They Dongle may have a range up to 100m, but if the phone only has 10m, you only can use it in a range of 10m.
But: the more is in the way, the shorter gets the range.
As Example:
It's just like a Internetconnection... you've got 100kb/s and your friend only 10kb/s... you only can send him things with max. 10 kb/s (lousy example).

After doing some more research I see that this is the case. According to the pdf of the 3650 manual the bluetooth rage is a max of 30 feet or approx 10m.

I have a class 1 bt dongle
the range is a little bit longer with n-gage, but don't expect too much
I guess about 20m line-of-sight
