Depends on the type, how long it was in water, was it fully submerged? Are you able to open the case so that you can sufficiently dry the internals? I should also mention that by the time you get this if you took no action besides taking it outta the water your chances are pretty slim that it will work again. But you never know, Ive had ones that work fine after they dry and others which are exposed for seconds and then never work again

if it was fully submerged, leave it to dry for about a week before you turn it on or you'll fry the ciruit board.

the best way is .. assemble the phone immediately after you pick up from water .. wipe as much water as you can with tower , and leave it dry for under the light for couple days .. I rescue few of water damage phones alreay by this way ..

you don't want to overheat it with the hairblower though.

to add to that... if there is a no heat setting on the hairdrier use it... if not hold it a couple of feet away from the phone so you dont melt it or damage the circuit board... they dont react well to heat
