is their any way i could get a file that lets me install the cingular software on the moto razr using the usb wire.

I think you just want to install a cingular flex- if so this is easy to do. Have a look at the flashing/flexing section. If you are stuck post back here

if i use that will i be able to send sms, go to the web and sign to Instant messaging cause the ports are not setup and i dont know how to set them up.

I m having trouble finding the flashing/flixing section. could you please give me the link.

It sounds like you need to start out with a cingular flex - if you still have problems post them here and prople will help you out
