There is a setting in the Security menu on the Moto's called "Lock Application." Most likely the person before you had that enabled. The code for the application lock is the same as the SIM PIN. If your phone asks you for a PIN when you powercycle it, then enter that code. Otherwise, go to your Menu-Settings-Security and then go to SIM PIN. Change it to on. It will ask you for the PIN, which of course you don't know. Enter something, anything, three times and it will lock your phone and ask you for a PUK code. Then call your service provider and tell them you need the PUK. This is called PUKing your phone. (Yes, I know, it says puking. Hahaha.) Once you enter the PUK it will ask you to enter the new PIN twice. Then you can enter that into the locked menus, and go back into the Security menu and change the applications to unlocked. If that doesn't work, your last-ditch efforts would be to either get a new sim card or do a master clear, of course that asks you for the phonecode which should be 000000.

(Disclaimer: I could be horribly wrong based on your software and service provider.)

1. go to menu--settings--security--lock application

2. a window should open up saying "enter unlock code"
instead of entering numbers, press the menu key (4 horizontal lines above the number keys)

3. the phone should change prompts from "enter unlock code" to "enter security code"
enter 000000 (6 zeros)

4. change any locked applications to unlocked
----------------------------------------------------------------

If you want to change the unlock code instead of just bypass it,
go to menu--settings--security--new passwords--unlock code

and follow steps 2-4
