I've got a usb bluetooth adapter by Belkin, and my phone is a nokia 7610, I can send files to my phone. But when i try to send my files from my phone to the computer, it tells me "unable to send" Any idea what i can do? the OS that i'm trying to do it on is Windows XP sp2

may be the firewall is blocking the files or u don't have a com port for incoming and outgoing connection.

The comp has no firewall. it's not just my phone thats having the problems, my brothers phone (non nokia) has the same problems.
i can send files to the phone, but not the other way around.

I asume you're using the internal Windows bluetooth driver.
If so:
First: if the Bluetooth symbol isn't shown next to your clock go to the Control Panel and select Bluetooth. In the new windows select the options tab. There select to show the bluetooth symbol.
Now rightclick on the symbol and select "Receive file"
Unfortunately you have to select the "Receive file" everytime you want to receive a file. It's also impossible to receive several files at the same time... only one after another... and everytime you have to click on "Receive file"...

Win xp sp2 has built in firewall but did u check the com port for incoming connection
