I heard a rumor that all cell phones, whether active or not can make calls to 911.
1. Is this true?
2. I was wondering how it was possible, in say a locked GSM phone with no SIM card. Could this call still be placed?
3. I unlocked my phone, and have an old AT+T sim in it, and it still doesn't get a signal. Would this call still go out?

yes its true... but the phone needs to have a signal to use it...same as any other cel...
a 911 call does not route thru the billing computer (same as a 611 call) thats why an inactive service can still place those calls

the sim is the key in the athentication puzzle...
if the sim is inactive ... no calls except 611 or 911

so here's a funny question. If there is NO sim card...can 611 and 911 still be dialed?

afaik it wont do anything unless there is a sim card in the phone (active or inactive) ... I'm not 100% sure... my phone is CDMA (no sim)...
if anyone feels adventuresome...remove sim and call 611 and let us know

a gsm phone with out an active/in active sim is just a door stop the deviec will say please insert sim if no sim is in the device and thats all it will do to call 611 or 911 you must have a sim in the device active/in active

As far as i know most phones say "insert sim card" and that is all when it doesn't have a sim card so yeah you need a sim card. (inactive or active like they said)

Even if there is not sim in the phone you can dial 911.
