short answer: yes it can

long answer: unless you plan on getting tons and tons and tons of things along w/ songs, the best way to do it is this:

download an mp3 program like limewire, kazaa, etc.. then dl the song.

then download a wave program (i like to use wavepad)

trim down the song to the desired portion (and make sure it is under 350k)

go to your email address, upload the mp3 as an attachment, and email the attachment to your phone.

since you have verizon, your phones email will be xxxxxxxxxx@vzwpix.com (replace the 10 zeros with the 10 digits of your number)

when the phone says you have a message, play it. the song should start playing, in which you can press one of the option buttons to save it as a ring tone.

just follow this link to another thread already created. I do it this way since i do want to pay for the messages sent to my phone. It has worked for me just like they describe it.
