You can record a voice on the phone, like identifying a person's name, but unfortunately the phone does not allow that to be set as a caller ring tone.
With that being said, it would be possible on your computer, to record your voice saying someone's name a few times in a row. You could then convert that recording to a .3gp file and bring it over to the phone as though it were a music file. It could then be selected as a caller ring tone, and the phone would play it when that person calls you.

ok thanks, I got it to work and used a voice recording as a ringtone but why does it sound so low even if the volume is turned up? is this a known/unfixable problem?

I found the same thing when I converted some Mp3 song clips to .3gp. When I brought them over to the phone, they did not play at a very high volume. To solve that problem, I now create my clips (20 to 30 second) in an Apple program called GarageBand. That program allows the sound level of the music to be increased by up to 6 Db, which I did to each of my clips. They now play very loud when the volume level is set at 5, with level 3 to 4 being very comfortable.
If you are doing your work on a Windows PC, I am not sure what program you would need to use to increase the sound level of your clips, but there must be ones similar to GarageBand.

What is the best ripper for precisely cutting up a song for a ringtone?
BTW: I do have Bluetooth.
Update: Just got working with a couple of programs. WinX Media and audacity. I want to thank you all for all your help and info.

1. Download Audacity and the LAME Mp3 encoder, both free. All you need from the LAME .zip is the LAME_ENC.DLL, Audacity will ask for it when you try to convert something to an Mp3. Also download the Samsung PC sync that was mentioned in an earlier post. Lastly, download a trial version of Easy CD-DA. This is a great program and if you like it you can buy it for $30. You will also need a data cable or a Bluetooth dongle from your local superstore for $30.
2. Install all of the software.
3. Open an Mp3 you would like as your ringtone with Audacity. Trim it to what you want and then encode it to an Mp3.
4. Open CD-DA and use the convert function to convert your new Mp3 into a 3gp, 44.1k stereo, 64kbs. You should now have a .3gp file than will be about 200k for a 15 sec file.
5. Turn on Bluetooth on your phone and make sure your Bluetooth dongle is working, I have not used a data cable. You should not have to change anything on your phone. Open the Samsung program and let it detect your phone. It should pop up for you to choose it. Use the file transfer function and transfer your 3gp file into your Music folder.
6. On your phone go to the Music folder under Fun&Apps and locate the ringer. You should hear it play automatically unless you are in silent mode and told it not to play. Now choose options and Set As - Ringtone or Caller Ringtone. You can only set it to a caller ringtone if you have that caller iin your PHONE, not Sim Card.
7. Bask in the Mp3 ringtone glory. It's great

hey guys.I'm tryin out the Scott method for ringtones on my samsung. I get stuck. Pls if someone would b kind enough to help me out.
I dont have the Scott ringtone; I use another .3gp format ringtone. After that I go to my music folder and select the gray mp3 i want. I hit back, but there's no save button. Wat do i Do? pls help thanx

ok it took me a while but i was finally able to bluetooth some songs over and get them to play when someone calls and i can hear them ok,but the song does not play for the person on the other end.i use wavepad to edit the song then i use easy cd creator to convert the song and i rename it and bluetooth it over to my phone and the song plays for me but not the caller
