ok i keep hearing of people getting programs for phones that they can go into the phoens firmware and delete stuff like carrier branded logos etc and change other options like speaker volume and various other settings where can i get programs like that

Years ago (5+) it was possible to edit the firmware, but only minimal stuff like changing content, icons, names of the menus.
Today this is not possible. At least not for Nokia phones.

ok i have a tmobile motorola v360 that im buying off a friend of mine and he has a program that he went into the phone extended the video capture time and adjusted some other features and put a custome star wars skin on there. he got all the branded software off of it and everything.

Motorola phones are very customizable.
Nokia is more for users who actually use their phone and don't want to pimp it

hello bought a nokia 8800 off ebay but it is blacklisted how do i get to use it again or is that it ive been bumped someone said something about changing the emei how do i do this and is he correct

Changing the IMEI is illegal.
If it is blacklisted, it is stolen. You should better take it to the police along with the name and adress of the guy who sold it.

and the police would care about a stolen cell phone, i reported mine stolen once and they said its a cell phone get over it lol .
