Alright so no matter what program I use, after the program send bootloader, it says "Sending Bootloader 100%" the program just freezes and then then phone shuts off after a little bit on its own. The phone is blank I guess and it just has the bootloader on it, anyone have any suggestions/ideas as to why it's doing this?

Are you starting the phone in bootloader mode? (Hold * and # while powering the phone on)
Have you installed the motorola flash interface device driver?

And RSD Lite recognises the phone ok when it is bootloader?

Yup, RSD, Motrola MultiFlash, P2k Easy, Flashbackup, all recognize it....

Jump command Device API Error means that one of the device drivers is missing.
What do you have showing in device manager?

It shows just Motorola Flash Interface.....anyway to fix this?

I would download Motorola USB driver from http://developer.motorola.com/?path=1.2.6.30
Install it then run the program on clean and reinstall
Then start RSD Lite, start the phone in bootloader, then connect the phone.
Tell the new hardware wizard not to connect to windows update then install drivers automatically
Then try to flash
