That is why they evaluate by region and compare rival companies in like regions and spread it out over 'representative' of the norm for both low drop rate and high drop rate regions. This is to have some sort of control in the numbers, however the numbers really don't show the cause for the drop call only the sudden loss of signal not user initiated. These are the variables that at this time can't be factored in the equation.
