Motorola RAZR V3i won't make calls

My friend just bought a brand new unlocked razr v3i with itunes off ebay. At first he wasn't able to get any reception with cingular so he got a new sim card. After installing the new sim card he recieved service but can't make any calls. Even though it shows 5 bars it just says "call failed" every time. Please help

The phone could have been IMEI blocked - ususally this happens if the phone has been reported lost or stolen

oh, your saying that the phone could have been stolen and sold?? if this is the case is there anyway to unblock it?

If it has been IMEI blocked the only way to unblock it would be to change the IMEI - which is illegal and cannot be discussed here

and also a quick question. I heard that sometimes imei numbers are blocked by accident and can be added to a list of exceptions. Does cingular have the power to do that??

Cingular would add an IMEI to a blacklist only if a phone was reported lost or stolen.

I suppose the human factor would allow for errors - but I would consider this unlikely
