is Mobile PhoneTools Version the best to use to out ringtones and wallpapers on teh V3? if so is there a place can download this from the internet for free? or where is the best place to get it?
if something else is better what is it and where can i find it?

I'm sure there is somewhere out there where it is free. I only paid $4 for MPT 4.0 with cable included.

thats an easy one u cantry phonezoo, mixer,com my favorite or u can buy a program called Ringtone Media Studio they all work fine for me and i have a RAZR v3m
