Hi, I just bought a K790 phone in India (unlocked) and I was wondering if I could go to the US, buy a cingular contract and transfer the sim to my k790. I know I could get onto T-Mobile, but singular has much better reception in my college town.

Depends on the actual model number, The K790i will get reception on all cingular towers, the K790a will only get reception on select cingular towers.
K790i: 850 band and 1900 band ATT used the 850 and the old cingular used 1900 now it uses both, although in most places they overlap
K790a: replaces the 850 with 900 and won't work on certain towers (850 band ones)

I have a K790i. That's good to hear. I was unsure of whether or not I would have to do some funky stuff with the sim card.

Actually, the k790a is the 850 band, which the U.S uses. Therefore the 'a' in k790a means america. The k790a is best for USA, k790i for others, and i believe there is a k790c for china.
