i forgot my unlock / security code and have maxed out the attempts and now the display shows "contact service provider". is there any way to get it unlocked without taking it in?

Originally did it ask for a subsidy password or security code?
If it's the subsidy password leave the sim in for 30 min and the subsidy should come back up.
If it's the security code, it may ask for a puk code, if you got past that and can't enter any codes you'll need a new sim.

It is asking for a subsidy code? What is a subsidy code for a cingular phone?

Subsidy codes are specifc to each phone
hold the pound and star keys while powering up, and let us know what it displays, as you might be able to unlock it yourself.

This is a cingular phone which I'm trying to use a AT&T sim card.

Follow the unlock the V3 guide in the tutorial section - the phone is locked to Cingular and you need it unlocked to use an AT&T sim.
It might be worth trying Cingular first - sometimes they will give you the code

Agreed. Try cingular, if no luck follow the guide to unlocking.

I have the Razr and I called t mobile for the code and they said it would take 24 hrs and I was like cool so anyway last nite i got bored and turned it on and start just pushing in stuff and now i says contact srvice provider is it the sim or the phone thats damaged?

Leave it displaying the message for 45 mins or so and see if it reverts

If you enter a sim unlock code incorrectly to many times you will PUK lock the phone. If you continue entering incorrect codes after the device is "PUKed" you will permanently disable the phone and there isn't anything your provider or the manufacturer can do to fix it.
