Okay, I've been reading and downloading files, but I haven't found an answer to this.
I purchased my wife a phone on ebay that the seller said was Cingular. When recieved, it was "cingular compatable" but was a Vodafone.
Is there was way to change the software on this phone to make it a Cingular branded or unbranded phone?

Its a V3r
Is it locked? By which I mean if you insert a Cingular Sim does it ask for a code or not?

No codes, we just popped in her SIM and it worked, except for communications to Cingular (voicemail or downloads).
The biggest reason I'd like to change this is because it has a british language install.

I'm not aware of a Cingular flex for the V3r - you might have to flash with a stock (moto retail) one. I'll try and find a link

The files don't specify the carrier except for the very last one which happens to be "cingularlockedmp". They were all created the same date (2/10/2007)
I'll give that one a shot.

No luck. I'm using R4515CingularLockedMP and RSD lite 3.0
When I connect the phone, it is recognized by the program and load info on line 1.
I select the R4515. file and hit start, the phone boots into bootloader mode and the program status changes to fail.

Do you have the Flash interface device driver installed?
Follow the getting connected to p2k programs guide in the tutorial section.
