Hi, i bought a razar v3 off of ebay, mainly because i wanted to download ringtones etc.
I cannot get on to the browser, i have changed the settting to 02 but have no other idea what im meant to do, also i cannot pic up other phones with bluetooth although they can pick mine up so cannot send anything via bluetooth.
I have been trying to do this for a month now and would be very grateful if someone could give me so things to try?

First, what carrier are you using? You'll need to find the settings for that carrier and it's several entries, not just one. If you'll reveal the carrier, someone can point you to the carrier's page where you can find the settings and enter them into the phone. There's a lot of little lines and numbers to enter, but if you're somewhat attentive to what you're doing, it's really not difficult at all.
I hope someone else can help you with the Bluetooth issue as I've no experience with that. And to boot, some ringtones might be copy-protected in order to avoid sharing tones without paying. Big Brother, you know. I've not bothered with this as I make my own ringtones.

Please provide us with your carrier/provider information so we can point you in the right direction for information on browser set up.
IF this is all about ringtones and wanting more why would you bother with purchasing someone elses idea of a ringtone? Why not make your own?
Motorola's Mobile Phone Tools is a very easy to use simple program for doing harmless things to your phone. You cannot delete ringtones that are locked to the phone nor can your delete pics/videos that are locked to the phone thru MPT. You can however make your own ringtones with MP3's that you have on your computer, transfer photos you have taken from the phone to the computer and you can load photos from your computer to your phone. If you have a TF memory card slot you can load files on and off of it using MPT as well.
If you want to do some unique modifications to your phone your going to need to download P2K programs so your computer and your phone can communicate. These programs are very powerful and you can "BRICK" your phone if you don't know what your doing. Read through this and any other forum you find for more information. There is a lot to learn before you start doing anything. Read, read, read, then start slow with minor things and move up as you gain more confidence. There are a few P2K programs (P2K Tools, P2K Commander, P2K Manager) out there that do an amazing job of interfacing your PC to your phone for some AWESOME modifications including but not limited to:
unlocking features on your phone that your carrier/provider has locked, adjusting volume settings for the speaker and earpiece, removing carrier branding grapics/ringtones, removing files that take up precious storage space, adding very cool applications, games, skins, features. To put it simply you can make your phone uniquely yours.
These programs are available on the internet, google them and you will find what your looking for.

For the bluetooth you need to browse to the file you want to send hit menu then copy or send and search that way. The search under bluetooth connection is only for headsets
