It's somehow impossible...
However instead of making one, you can get voice tone from here: http://uk.samsungmobile.com/index.jsp
You must register first... then in the ringtone section you'll find some mmf suonds like "Hello you've got a phone call"... or "Hey pick me up"...

In the theory you can make mmf voice tones. I'm not sure of this... ppl might do it better.... ok Just convert .wav to .mid (using tools like pamazingmidi16) then from .mid --> .mmf That's it.
