I got a new used RAZR for use in Europe. Actually I got two. One works fine with the old Cinngular SIM I put in (can program all but can't make calls).

The other started the same, but asked for an eight digit code. I thought I'd be smart and try a few like 00000000 but after a few attempts it now says Contact Service Provider.

I noticed on a few startup screens T-Mobile logos. *#Start gives me
Boot Loader

R374_G_0E.42.0
9R_A

What do I need to do to make this phone work with the SIM I'll be buying for it in Italy?

you can take a look at the unlock v3 thread in the tutorials, its quite easy, but instead of using motounlocker use p2k easy tools after downgrading bootloader

P2K ET is warez google for it, I hear the Spanish speaking people south of the border have cracked it hint hint.

Excellent, thanks for the right track: update Motorola drivers on computer, run rsd lite 2.7, then mot_unlocker.

I guess this means I am at Boot Loader 7D0. Should I upgrade that back to 8.26?

Basically Motorola developed the 8.23 and 8.26 bootloaders to prevent such unlocking, they also blocked the ability to change the Moto bootscreen also known as the splash screen, so no, you don't need to upgrade the bootloader
