long story short, I CAN recieve/send photo texts, and recieve regular text, but simply cannot send out text messages.
bought a new phone off ebay (which shouldnt matter anyways) I have cingular/at&t and the first day I got the phone 6/20 text worked, but picture messaging didnt. called cingular, had that problem fixed through changing specs in the web sessions and mesage setup etc. sometime during the night, 6/21 my text stopped worked.
I was able to get text and send out and recieve pictures but cant respond with simple text.
I called cingular 6/21 and they said oh bad weather in texs try through the day well try to get our systems fixed blah blah call back tomorrow morning. so this morning I did 6/22, and they said oh its cause you dont have a cingular branded phone. but. why would it alt he sudden work when i got it then not work at all, and furthermore pic messages are more complex, and I can still get those. anyways. help would be great because i text tons! thanks bunches.

as it has been said in probably over 100 other posts , "CINGULAR DOSE NOT GUARANTEE UNLOCKED DEVICE WORKING ON THE DATA SIDE OF THE NETWORK , IT MIGHT WORK IT MIGHT NOT, IT MIGHT WOR SPRATICLY" use the sticky at the top of the page to make sure ALL of the data settings are correct in you device

Did the text messaging work after you changed the settings for the picture messages? You may have inadvertently changed something related to the texts. Try this:
https://onlinecare.cingular.com/device-support/index.do
(You have to be logged onto your Cingular account.)
Select the motorola and then V3. On the next screen, down toward the bottom you will see where it says Device setup. Click on the "access/configure internet browser/internet settings".
That will send you text message to automatically configure all your settings. Try that and see if it helps. If it doesn't work right away, try power cycling your phone.

goto messages hit menu>setup>text setup and insure that Use GPRS is set to No

right, well I didn't really figure out how to access the point where it gave me options of turning on or off my gprs. furthermore, all my settings are to par (as said before) and still no texting. I don't understand why i can get and send pic messages if they're so much more complex than regular texts, and sending those out simply doesn't work. I dunno. nothing seems to be working.
and as far as a sticky. theres like 20 links I can choose from at the top of the page, so im not sure which one exactly the "sticky is" to me (using a mac) the sticky should look like a post it note. don't see one. hmmmm.
ive been trying to figure other things out in the meantime. thanks for the help, hopefully ill get some continued support and more ideas to try thanks buches so far!

Ok, there is 2 things that texts rely on, service center no. and that use GPRS thing, what you can do is find a friend with a different sim put it in and restart, then take it out and put yours back in, it should reset the service center no. and allow you to text, also call CS, they can help you troubleshoot further.
