Who decides phone features are surpressed, which carriers?

its common knowledge that service providers surpress certain features of phones.

question: who/how decides what features will be surpressed?

question 2: is there a list or something of what providers surpress which features?

(i.e. me and my friend both have V3's. he has verizon, ihave cingular/att. his v3 says the numbers as you dial them. i think cing/att surpresses that)

The carrier decides that, and makes it a condition the manufacturer has to meet for the carrier to buy the phones.

well duh. but who/how at the carrier does it. does the chairman of the board toss darts at a board to determine? does gladys the houze keeper tell them? or do they do years of market research, conduct interviews with millions of customers?

how can we as educated consumers and peace loving americans suggest which features we want?

this whole issue bugs me b/c its like someone saying to wear rose colored glasses when looking at the mona lisa. davinci is the manufacturer. he made a phone a certain way, the phone is the painting.

"Well duh," the carrier decides what they want to be able to charge the user for that normally would be available free of charge, and they tell the manufacturer to cripple those features for phones that carrier will buy.
