My wife also has a V3 and experiences the same problems but that, I guess, could still mean it's a V3 shortcoming.
My previous phone was a Motorola V-60. I can charge that sucker up and pop in my sim card for a try. Kind of miss that phone anyways.

Phones definitely do make a difference with signal, all are not created equally. The RAZR is not the strongest signal phone out there, but my knowledge of Cingular is too lacking to make a recommendation. The RAZR's antennae is in the bottom of the phone, near where you speak into it. Keep your fingers away from this as it will impede your signal.
Retransmitters can be gotten in either wired or wireless models. The wired ones are cheaper, but you are tethered to that spot. The wireless ones cost double, but often times will boost the signal for all phones in the nearby area. All of these will require installation. As the companies I sell for do not carry the V3 (V3c, V3m, V3a) I couldn't tell you if it is Bluetooth or not. If it is get a bluetooth headset, and leave the phone in a strong area, then you can answer with the headset and continue to have free reign throughout your house (depending on Bluetooth headset for how far away you can go.)
