I also have a SPH-m500 and I have transfered a 146 kb (6 sec) .wmv AND a 128 Kb (6sec) .wma file for ring tone in my "media" and into my "music" and into the main directory. When I try to assign as ringtone, I chose "My Videos" but it says "No Media Files" (and I have a bunch of songs .mp3 in there also.).
Note that I have tried transfering the file using only the internet explorer and by "synchronizing" with windows media player.
Is there a way to assign a .mp3 or any other type of music file to a ringtone? If yes, how?

They're the same company, yes (Cingular is now the new AT&T), but when Samsung was manufacturing SYNCs for Cingular, they had a 600kb limit, when the SYNCs started getting manufactured for AT&T they had a 300kb limit (for some inane reason).
