Does anyone know of any quad band phones that have dual sim card slots?

Do a Google search for dual sim adapters. You might have better luck there. This website might help you a bit, at least in understanding the concept and risks involved.
If I had to do this, and didn't want to get involved in cutting up SIM cards, I would look into something like this, although as you can see from the video, it requires some extra space in the battery area.
Good luck.
