OF COURSE NOT!!!
The 3650 was not designed to be used with a data cable, also there is no original data cable for the 3650.
3650 pc suite accepts and supports data transfers thru infra red and bluetooth only.
So try using a 3rd party s/w like "OPM for symbian phones" for sync via data cable, and see if that works, or else u've been duped!!!

I'd recommened u to consider buying an infra red port or a bluetooth dongle. It works perfectly fine with the 3650 and also, its compatible with any phone that has ir or bluetooth.

Buy it!!!
U get external ir ports and bluetooth dongles which u can connect to the usb port of the laptop.
ir or bluetooth are the best options, along with an mmc reader.
No one uses data cable for connecting 3650 to the comp. Urs is the first time i have ever seen a data cable.
dude, if ur still unable to get it to work, i think u might have been duped.

Your Nokia 3650 has a built in infrared it is on the side (that red thing there) you see it??? okay now buy a infrared device from a nokia dealer or even ask sum1 to buy you but make sure that when they send it to you it is complete with the cd that you will need to install that infrared device to your pc... when you install it you can now send and recieve those memorable pictures from and to your pc or cell phone... dont mind those people who say that our phone is an old fashioned one... we are just practical nowadays that theres a lot of more important things than buying those new model of cellphone... but i recommend you to buy bluetooth because it is better to send using bluetooth than using IRdevice...
