Motorola RAZR V3 from Ebay won't send or receive pictures

I just bought a "brand new" V3 on Ebay and it wont send or receive pics, I get a message that reads, "unable to send"
or unable to download. I have called ATT and they say it is my phone, I called Motorolla they say get refund from seller, emailed seller and he sent me another phone with the same problem. Also when I enter phone numbers I can barely hear the confirmation tone, I have it turned all the way up. same problem with voice record, I can only hear a voice record through the earpeice.
I tried to find out what version I have by entering *#9999# then pressing send and I get the response "Not Available"

You just need the correct settings for your provider - check their website

I tried Cingulars (AT&T) website and even called them and they say they cant help.

They are talking nonsense. You just need the correct settings
