Well its not Motorola's fault your dog went on your phone. No phone likes getting wet regardless of manufacturer.
Disassemble the phone and ensure it is totally dried out before trying to turn it on again

LCD could be damaged, or the flex cable.
Did you ensure everything inside was totally dry before turning it on? Water and power don't mix.

When a phone gets wet, the liquid finds it way into all the connections in the phone, where it stays until it dries out, but any impurities are left in the phone when it has dried out. Even "clean" water will leave some deposits. As it was dog pee there will be lots of impurities, urea, salts etc all of which will crystalise on the connections such as the keypad and the flexi connector contacts.
So now that the phone has dried out, and you find that the display does not work, it indicates that there are shorts on the connections to the display or on the display itself: the display uses minute currents and so even high resistances appear as short circuits. Urea and salts are going to be pretty good conductors in themselves.
So your best bet is to try to open up the phone, or get someone to do it for you, and dissolve all the impurities that are shorting things out, maybe an ultra-sonic cleaning bath will do the trick.
I do have to say that as it was such an obnoxious liquid, I wouldn't hold out too much hope of it working at all again, or if it does it may not perform very well: a friends phone suffered badly with symptoms of very short battery life after a water damage incident. and after all the V3's are not all that great in that department anyway!
