I'm buying a phone, but i've worked it out, and it's cheaper to buy a Prepaid SIM card and an Unlocked Phone rather than a Prepaid phone and such.
A few Questions:
How would I activate?
If it does get activated, could I add airtime like a regular Prepaid Phone?
During Activation, how what would I give them for the IMEI number?
Any answers would be greatly appreciated.

either the unlocked fone or the prepaid but either way a cingular sim works wid any fone made by cinguklar or unlocked and yes its possible and yes go online or go to a cingular store and theyd activate it for u

you activate by calling customer care or going to a store (18003310500)
you add airtime as per normal. with a COAM activation (customer owned and maintained equipment)you do not get the 10.00 starter pin
the IMEI can be extracted by pressing *#06# on the phone. write down the IMEI on the screen
just a tip. go to walmart. but the cheapy phone (20 bux tax in) you get a phone a sim and a starter pin activate the phone per the directions in the book.once it is up and running call customer care and update your phone type .
the reasoning. the sim costs 25bux + tax.if you buy the cheapy phone the cost is less and you get 10 bux of airtime included.as well you have a spare phone incase you lose or break your unlocked phone

Is it Okay(and legal) to buy a SIM card from eBay?

yes I've done it both ways buy a phone and put sim in an unlocked phone haven't called the company even to switch the imei's but if phones are way different you might not be able to use features so recommended to call and change the imei.
