Okay, well today I took my chocolate to the verizon store because the battery had to be recharged on a day-to-day basis and I wanted to see why. The guy told me to leave my phone so he could install a new software version, so I did, came back everything seemed fine till I went to change my wallpaper and there where horizontal white bars on all my pictures. Even if I take a new pic and save it that is the way it is. It wont display it as a full picture when I set it as a wallpaper. It has two horizontal white bars one underneath and one on top.
Any help would be appreciated.

the same thing happened to me, and all of my friends who got their chocolates replaced. i'm not sure why they did this, but all the new models seem to have it. 
i don't think there's any way to fix it.

Ah. Man. That sucks then. I'm going to end up getting a new phone soon anyway.

the way to fix it is to take it back & have them reload the s/w again or make them replace it (warranty). don't leave the store until you check the functionality.
just be polite but firm and you should get what you want.

Heh heh. Yup, I have the problem too. Ya'll are right, it's the new software version. Unfortunately there is no way to fix it right now.
LG released this software update with some minor repairs for the phone including some updates to keep the phone from locking up. There were issues (none that I had) that involved the background and the phone locking up. Apparently they fixed that issue and released the update. Unfortunately the update contained the error we're talking about with the white bars. They were going to fix it but right now it doesn't look like there is going to be anything new to fix it.
Sucks huh?
