I bought this like new phone on eBay. The phone does not have a service provider written on the case anywhere. The seller used it with t-mobile and said it would work with AT&T. When I insert my AT&T sim it shows my phone number then says registering then eventually says "Emergency Only" It reads all of the phone numbers and other info. from my sim. The seller contacted t-mobile and gave them the IMEI# and they said they only provide unlock codes for t-mobile USA handsets. Does anyone have any ideas?
thanks

I thought it would ask for a subsidy or unlock code or can this phone possibly not be unlocked with a code?

Actually you are correct - on reflection if it needed to be unlocked it would prompt for code.
Unfortunately that means that either there is an issue with the phone or your sim or that there is no signal.
Its possible the phone is IMEI blocked if you are outside US.
Other than flashing a monsterpack and checking antenna not much you can do if your account is ok
