ok so i get that night and weekend minutes for cingular starts at 9pm. but does that mean that, if i'm in CA, i can talk to someone on verizon who's in PA?

As long as it's after 9pm local time for you, you can make or recieve calls to/from anybody within your calling plan (likely continental US, Alaska, Hawaii, Puerto Rico, and US Virgin Islands, if you have a nation plan) and it will come out of your N&W minutes rather than your anytime minutes.

how do i know how many N&W minutes i have? does that depend on the provider or the plan?

That would depend on the provider and the plan. If you're with AT&T and you have a current plan, you'll have unlimited nights and weekends unless you have the $39.99 individual plan, which has 450 anytime minutes and only (only! haha) 5000 N&W minutes.

If it's a current AT&T family talk plan, you have unlimited N&W minutes, yes.
