Can't make a call from US using Vodafone SIM card

I had a z520 Sony Ericsson phone unlocked to use with a Vodafone sim chip (pay as you talk account). I inserted the sim into the phone and called the UK from the US. I have not been able to make a call or write a text message. A prerecorded message tells me the calls cannot be made, service not available or restricted. On the Cingular/AT&T network the message tells me to call AT&T customer service. The T-Mobile nework gives me a code.
The phone was a Cingular/AT&T phone, Vodafone tells me to use the Cingular/AT&T network. I called AT&T was put on hold because the rep didn't know what I was talking about so I hung up and went to an AT&T store, they couldn't help me. I continue to request information from Vodafone, they are helpful but my issue is still not resolved. I swapped my AT&T sim into the unlocked phone, it works. The Vodafone sim in the AT&T locked network phone doesn't work, as predicted. The unlocked phone with the Vodafone sim gets text messages from the UK. I need to make a call every 90 days to keep the Vodafone account active. tf

At&t woudl have nothing to di with it , your Vodaphone plan / sim is preventing you form roaming internationaly, they would be the only ones who can assist you , it is also possible att does not have any agreements with them to allow its subscribers to roam on its network , couldnt tell you.

When I purchased the sim chip in London Vodafone never mentioned any restrictions. I have contacted Vodafone and the emails I have received from representatives have never mentioned any restrictions for this type of plan.

Gotta agree with RUSS here, if that AT&T phone works with the AT&T SIM, and you're not getting a "enter subsidy unlock code" error when you put the Vodaphone SIM in, it's an issue on Vodaphone's end.

I try to make a call and still continue getting the same recording.

I did get a response from Vodafone and they said this: "I am sorry to tell you that we are currently facing some technical issues with our system due to which our customers are unable to connect to any network in the USA.
The fault reference number is 562327373. Our technicians are working on this problem and I am sure it will be resolved soon."

I don't know what the reference number means, does anyone?
Also does anyone know what these numbers mean in the network choices example: Cingular MNC=93?
This is a SonyE phone z520, menu options, connectivity/mobile networks/preferred network/new network. Is any of this important for me to configure my phone? I only ask this as it was suggested to me (by Vodafone) to manually roam to find a stronger signal.
