I've reported my phone stolen to AT&T. Is it possible for someone to use it on the network again? Will AT&T or other service providers be able to track the phone by the ESN number if someone tries to activate it on a cellular network?

If someone takes your SIM out and puts theirs in, it'll work fine, but it won't be attached to your account in any way. I think there are periodic sweeps to check to see if any reported lost/stolen phones are in use, but there's really nothing official that customer care can do.
