Asides from a change in the way all of their phones are programmed, new training for all of it, and technically they are still allowed to sell certain numbers, whether they actually have those numbers to use, or whether someone took it to a new carrier. It's complicated, and I don't want to pay for it, generally it's just not important. I wish I still had my first car, I wish first girlfriend, I wish I had a lot of things, but my first phone number? Who cares. I still get new numbers every time I get a phone, none of my friends have a hard time getting that number, or calling it. It's one thing if it's a business, but I'm not in business. I don't have the number advertised. It just doesn't matter.

Then you can pay for the cost, I don't see why bill should be higher for something I don't use, or want to use.

I don't know, I really don't think that they actually charge you to be able to move your number. Is there anyone that can verfy? I've e-mailed (yesterday) AT&T, Sprint, VZW, and T-Mo about it but haven't heard back yet.

Check in the list of fees that are not taxes. Ever notice that the contract always says there are fees that are not taxes or government mandated. These are cost recovery fees.
