I have a V3 and I can get into the bootloader and Go up ,down and sideways. it all works fine there. SW Update shows on the screen and the 8.26 Bootloader. ( done the 7 - 8.23 etc.8.26 just to see the bootloader screen) Detects the phone in the Motorola software update, P2k tools, Flash & Backup. (only in Flash Mode) Everything fine there, the Problem i have is when powering up the keypad lights for a couple seconds, Does the blink off then on, Where it would normally Boot up. But nothing. i got the phone this way.
in RSD Lite there is.

The Person i got the Phone from told me he did a mod and dead, to me it looks like I cannot do any Flex or flash, Just change the bootloader, good battery and all. Any Ideas? Dead Logic Board? Fixable?
Also, Powered off it does not recognize the device, i have 2 other V3's one V3 & V3r, No Problems with them. So i know the Driver across the board are there.

One more thing to add, When I do a flash with a shx it will go through the way it supposed to. When it goes into the end part rebooting the V3.it won't and tells me to restart it manually.
I can only restart into flash mode as it will not boot. and it says (all the flash Programs i used) it was sucessful. But when i read the Info on the V3 it still says the old shx. Not the new one. Tried several ones including the Monster Packs as well.
