I have seen forums that talk about making custom ringtones and how to send them which I can do. The problem is when I receive them as a picture message, there is not an option to save as a ringtone, only a sound. Does anyone where the option is to save as a ringtone because I cannot find it on my phone? Any help would be great.

are you scrolling to the bottom of the list?
and what format & size is the file?

I have scrolled down all of the way but I don't see anything for setting it or saving it as a ringtone. There was an option like for for my Samsung A-950 cellphone that I used to have.
It's a wav file and is under 20 seconds.

hmm that's weird. I have not tried a .wav specifically buy i was under the impression is was compatable. maybe not. are you able to convert it to an mp3? I know those will work.
