why on an inbound call on verizon would i get 000-000-0000 as a caller id instead of unknow caller or restricted number

could be that the calling party comes from an incompatable npa-nxx (yes there are still some >.<). could be that they are roaming on a network that does not have caller id service(ma & pa cellular of east nebraska). or it could be a dialing program that masks the outbound number.
or. it could be magic!

Possible you were on a 3-way call or call waiting. Have you ever checked your voicemail and somebody calls, you click over to the caller and chat and hang up. Right after the hang up you would get a call back from an all 0's number from the call-waiting keeping that other connection open. I find that zero issue happen to me when it's a conference call situation.
