I've had to get a new SIM card three times with AT&T. The first time was when I switched from T-Mobile, and I paid for a new card then (at some discounted price - at or around $5). When my phone was stolen, I purchased a GoPhone and was told I had to pay for a SIM card along with it (turns out GoPhones come with a SIM card.hard to tell if the guys at RadioShack were looking to make an extra sale or just didn't know that).
Now this time I go in to replace my SIM card in hopes that the problems I've been experiencing would be solved with a new SIM card. I explained the situation to a saleswoman, who promptly pulled out a new SIM, activated it and gave it to me. When I went to pay for it (assuming the previous price of $25 would apply) she made a comment about customers always thinking they have to pay for them and saying that they were provided free of charge. She even made some comment about AT&T's phone support being mistaken about this.
I'm fairly pleased at being spared the $25 charge, for one. If nothing else, its a nice fluke for the present. I wonder if anyone who works for AT&T can comment on this and why there is a difference of policy - has something changed in the last 10 months that would explain this, or perhaps there is some discretionary ability in choosing to charge? I'm not looking to flame AT&T, I'm simply curious about how this works.

sim replacements
a tricky subject.it depends on the situation.
if you need a new sim due to technology upgrade (edge to UMTS) you will get a free sim
if the sim is faulty. free sim
if you enter a wrong puk code you have to by a sim or if in the process of unlocking your phone the sim disables (no fault of equipment or ATT)
the list goes on.
in most cases at a corporate store in a customer facing situation if it can be remotely justified in the situation the store rep may at his/her discretion give you a new sim at no charge

Thanks for the clarification Elmo - its good to know that there is some flexibility on the part of the salesfolk!
