There are two different things going on with wifi and cell phones these days, so I may or may not have the answer you're looking for.
1) A phone that has wifi capability that can be used for checking email and surfing the web using a wifi connection. In other words, no having to pay for a data plan as long as you can find a wifi hotspot. On Verizon, the only two phones that can use a wifi connection to connect to the internet are the VX6800 and the Samsung SCH-i760 (unless something's changed in the past couple of months). There are other phones with this capability built into them, but the cellular companies have been known to disable functionality when it doesn't fit their revenue model. (i.e. you then need to buy a data plan to get online).
2) A phone that can make "free" calls over a wifi connection when one's available. I can't help you much with the 2nd on Verizon since I haven't looked into it at all, really, though I did notice a fair bit about it on T-Mobile's site when I was researching the first issue a couple of months ago. Kept turning up in my googling.
Hope that helps

thanks. i found the sch-i760 and im really interested in that. have a couple of questions regarding it. before i ask heres sum info on my family's plan n what not. We're currently on a family share plan n just had our contract renewed and a line added on xmas for my little bro. so 1st question is
Would i be able to use this phone without a data plan(not going to use the ev-do or w.e only wifi)? I read somewhere that if i u get it without a data plan u cant send or recieve pix or vid messages.
also Since our plan was just renewed only a couple of months ago would there be anyway to get the phone @ discount price? i went to the store n every single phone was absurdly priced if ur not getting a plan with it. i can afford about 300 give or take a bit. but the low end phones r around there n this def isnt a low end phone haha. im guessing my best bet wud b getting it off ebay or sumwhere else online if i wanted it cheaper. thanks

You can use wifi without getting a data plan for a pda phone.
The only pda/smartphones that you have to have one is blackberry. Reason is the phone is designed for constant data connection.
You can put to pay as you go plan or get a data block on the account.
You wont be able to send MMS or picture messeges on the phone with the data block. Reason for is that MMS is look as data on pda as that is the way the phone is design and goes through Verizon's system.
It cant be changed.
The only way you can get a phone at a 2 year inductory rate at your stage would be to speak to supervisor at the store and see if they will let you. Mind you they dont have to but you can always ask. Otherwise its ebay for you if you want to get the pda phones that have wifi.

Verizon list of Wifi phones are : samsung sch-i730, samsung sch-i760, audiovox( now ut starcom) xv6700, and ut starcom xv6800. They are all great windows mobile phones and can be found online at auction sites like ebay. the i730 and the xv6700 can be found at $150 or less on ebay because they are discontinued and all can run windows mobile 5, the newer ones may run WM6.

I've recently been investigating this very same question, and the information here is pretty much current. Here's my lengthy take on the current state of Verizon-offered devices.
There are only two wifi-capable phones in the Verizon stable right now, the Samsung i760 and the VX6800. None of the Verizon-offered Palm devices have wifi, nor do any of the Blackberries, nor the Motorola Q phones.
So, what are your options? That depends whether you are getting a new line (or using the "new every two" or whatever) and want a device discount, or whether you are paying for the device yourself.
If you want the device discount from Verizon, they will force you to buy a data plan. That's probably run you $45/month.
If you get a device somewhere else (for example, a friend just picked up a wifi-capable Palm Treo from eBay for around $160), you can activate with a pay-as-you-go plan. I would only advise doing that if you really, Really, REALLY don't plan on accessing the wireless web, sending pictures, etc. The pay-as-you-go is designed to get very expensive very quickly.
(As an aside, Verizon really screws people with pay-as-you-go when it comes to sending pictures. What I mean is that with a normal phone, you can send a picture and it will cost you air time. With a data plan it will cost you air time AND be charged for the data volume as well. In essence, you get double charged for sending pictures when you have a pay-as-you-go data plan).
My personal preferences steer me away from the Windows Mobile devices, for two reasons. First is that literally every review I've seen for the Samsung sch-i760 or VX6800 mentions performance delays due to the OS and/or occasional hangs or blue-screens. I don't want a phone that will crash.
Second is that there are battery life concerns for both of these phones. My Verizon rep steered me away from the Samsung sch-i760 because he thought the call quality was sub-par and the battery life was very poor. Now, short battery life is endemic to any wifi device, but some are certainly better than others.
So.
If you want the phone at a discount, and don't want the $45/month data plan, check some place like eBay. Just be aware of what you are getting and what your plan will allow so that you don't find your usage pattern causing more expense than you want to accrue.
Personally, I went with the Blackberry Pearl 8130 because my needs are quite specific -- sync with my work email and calendar wherever I am. But, while the Pearl is an outstanding phone, I would really like some sort of wifi capability, so I'm thinking about returning my Pearl (I'm still within my 30 day window) and waiting for a wifi device to come available -- either a Blackberry Curve or some other as yet unknown device.
Sometimes it's tough when you know what you want, but the vendors won't offer it.

Great post. I agree with you. The Pearl would be an awesome phone if it had Wi-Fi. Why that wasnt included is beyond me, when Wi-Fi is currently the way to go. Still, I want to upgrade my XV-6700 desperately (battery life, constant resets, no off switch, etc.), and who knows how long it's going to be before a Pearl-ish Wi-Fi phone comes out. I guess if I knew there was one on the immediate horizon, I would wait, but it could be 6-12 months.
Anyone know of something coming out for Verizon that has Wi-Fi and the great features of the Pearl?

Verizon Wireless dosn't support the use of wi fi thru the device, they want you to pay to use their data service. they have some phones with wi fi like the audiovox 6700 but will not help with the wi fi connection if you cant get it to work.

I'm not sure but doesn't RIM require the data plans for all BlackBerrys? Can you have a BlackBerry without a data plan?
