A phone will frequently say roaming when the signal is low, that is not at all uncommon. I've had several models say they are roaming when I know they are not, a couple steps to the side, it get's a couple of bars and bam, the roam goes away.

It's happened on several of my phones, from several of the carriers I've been with, since 1999. It's not really annoying, it's not something I pay attention to, I know whether or not I am roaming, it doesn't matter what my phone says. A phone can't tell you what plan you have, it only knows whether or not you are on their tower, or a partners tower, and even then it can get confused by a weaker signal.
