so what if i call from 7am-9pm? does it just use up min that is part of my plan like it would if i called another city in the same state. Or does it get charged separately?
like is calling from san francisco to san jose the same as calling from san francisco to new york?

Yes, calling from San Francisco to New York is the same as calling from 5286 Stupid Rd to 5276 Stupid Rd.
