I am considering an upgrade to a Treo smart phone on my Alltel provider. Maybe a dumb question. Does the use of e-mail and browsing, etc. count against the anytime minutes in an Alltel plan or is it just voice calls that goes against my minutes. If I go this route, I will likely use the Internet features pretty heavily and I don't want to get myself into a pickle here.

On Alltel, if you want to have a smart phone, you have to use one of the Smart Choice Packs. These packs include unlimited data I believe, so you will not use minutes by doing things on the internet. Be prepared to see the amount you pay for the plan to significantly increase, as the first plan to have My Circle numbers is 89.99 a month for 500 miutes.
I Dont like when companies force you to have a certain plan just to have a phone.

It was an attempt at reducing churn. Many people were returning smartphones because they would purchase them, not buy any data, and then return them because they couldn't use many of the features. The Smart Choice Plan includes unlimited data, unlimited messaging, My Circle, and depending on the plan, may also include N&W at 7. It's not a bad plan, and the smart phone churn rate has decreased, because now people have the data they need for a smart phone.
