Just Think about it like this. if you download mp3's this will help you understand. if you download a song at 48kbps and you download the same song at 96kbps you will notice a huge difference in sound quality.

and also does this happen for all carriers?

I Don't know about other carriers, gsm has a hard limit, which may prevent them from doing this.

I look at it like this, if they increase capacity so that I can place my call, then I don't mind if it sounds like I'm listening through a tunnel. At least it works. Come to think of it, this may have only been an IDen upgrade, but it was long enough ago that I don't exactly remember.
